On October 7, the US Department of Commerce added restrictions on exports of chips and related production tools to China on national security grounds. Senate Majority Leader (Chuck Schumer) said after the announcement that he was urging further restrictions.

In recent months, the US Department of Commerce has announced a series of measures to restrict the export of chip technology to China, including restricting the GPU sales of Nvidia (Nvidia) and AMD. The new restrictions on October 7 are considered to be the latest shelling of the intensified technological war that began under the administration of the former US President Donald Trump (Donald Trump) and under the current US President (Joe Biden).

The new restrictions on July 7 may include the following:

The BIS will control China's regulations to purchase or manufacture advanced chips and develop supercomputer capabilities.

BIS will add new license requirements to exports of Chinese chip plants. Fb licenses owned by Chinese entities will face a "presumption of rejection," while multinationals will be determined on a case-by-case basis. The key thresholds are 3D chips manufactured using FinFET or GAA architecture at or below 16nm or 14nm nodes; DRAM chips with 18nm half spacing or less; and NAND flash chips with 128 layers or more.

The BIS warned that it could still effectively stop Chinese companies' ability to buy US semiconductors and manufacturing technology by adding more restrictions into their so-called " entity list (Entity List).

According to the BIS statement, " If the host government prevents the BIS from conducting timely end-use inspections, we will add the parties to the unverified list and, if seriously delayed, to the entity list —— to prevent any risk of US technology transfer that may harm national security interests.”

According to the BIS, foreign governments that block the BIS from making compliance decisions will be placed on the entity list, thus affecting their companies' access to US technology.

The new rules also specify that U. S. citizens can limit their ability to support Chinese fabs to develop or produce chips without a license.

More than two years ago, the US government has listed Huawei, once the world's largest smartphone maker, and nearly 30 other Chinese technology companies, to prevent them from buying US chips and semiconductor manufacturing equipment.

On Oct. 7, the Biden administration put 31 Chinese companies and institutions on an "unverified list, once again," including memory chip maker Changjiang Storage Technology Co., LTD. (YMTC).
